Someone buying a 1L coke is mostly buying it for immediate consumption. This means they are not going to shop around for the best price. They will pay a premium to drink it now.
Someone buying a 2L coke is not buying for immediate consumption. They have more time to compare prices (they can wait until they buy groceries, rather than buying at a 7-11 if the price is too high).
People will buy the 1L over the 2L because they don't need that much, and it's worth 40 cents to not carry around a huge jug of Coke.
Prices are determined by the interaction between supply and demand, not by the cost of production.
Coca Cola and Pepsi charge more for bottled water than soda simply because they can: consumers are willing to pay more for water than carbonated drinks.
