In war you can only succed to fail, congressmen exercize every day so they are able to push a button and unleash the most horrible creation homosapiens have invented so far! But when they realize that the nuclear poision can travel by wind and that wind is directed right for your home and family!
It's OK to kill millions of people just if you don't have to look them in the eyes while you do it.
