This is what you have to do. Nothing else. Build the biggest variant of Clinics/Bars/Clothes Store since they are the only thing that increase the happiness in your settlement. Has anyone tried to do Benevolent leader since the patch to see if its any eaiser? For go up at all, and it was mostly at night, so whenever I woke up during the evening, I immediately went back to sleep for another 12 hours, and I did that till I got the achievement.
