To be honest I cannot remember the last time I used the programming track on the ProCab as I've always used a SPROG box and a PC to program decoders. That said, you certainly should be able to set the decoder address with your PowerCab. Looking at the PowerCab manual it looks pretty straight. For my first setup I have tried to go the most inexpensive route and purchased the Bachmann "Your First Railroad" EZ Track Set along with a Bachmann SD40-2 DCC equipped Loco and the NCE Power Cab Starter set. The NCE Power Cab is a well thought out DCC system. Getting started is straight forward. I was able to program 4 digit addresses for my roster of UK diesels in a very short period of time, using just the first few pages of the well laid out and clear manual.
