T the end of the devastating war in which our country alone has lost some of its best male lives, while many of those that remain are maimed and in varying degrees disabled from full efficiency for the work of life, it is of Vital importance that we should consider the recruiting of the population, with regard both to numbers and quality that we should con sider how both to assure the constant flow of manhood and womanhood in sufficient numbers to carry on and extend the work and ideals of our generation throughout the British Empire, and also to make the most of every recruit thus born to the nation.
The opportunity of this Congress at the present time is therefore exceptional; its authority is unique, and the work of this Section is of first importance.
For the discussions, the special subjects selected aptly concern the difficult problems of still-birth and of venereal disease. But in opening this Session it may be as well to take in wider View the whole problem of recruitment of the nation, and to touch upon certain outstanding features.
Questions concerning the welfare of mothers and children are essentially women's work, and we shall welcome the contributions of women to the discussions. The extension of the Parliamentary Franchise to women has. Opened a great vista of change in the theory and practice of all affairs which specially appertain to motherhood. These have hitherto been left too much to the so-called stronger sex to decide, guide and direct. We of that190 Address - Hygiene of Maternity and Child Welfare.
