Easily I do it every week on my ele shaman. No you have to clear the place 100% on heroic to access heroic Lich King (or the end wing bosses I forget anyways no reason not to.) If you are a non healing class, you can skip Valithria by jumping in the portals and force resetting the boss while you scurry to the elevator.
