The fire control unit is essentially a machine vision system that sees the flare, corrects the flight of the missile to hit the target where the cross hairs are pointed via the control wires. If the target moves, the shooter only has to keep the reticule on the the target and the missile follows.

A wire-guided missile is a missile that is guided by signals sent to it via thin wires connected between the missile and its guidance mechanism, which is located somewhere near the launch site. As the missile flies, the wires are reeled out behind it (command guidance).

There some more details but figures 3 and 4 from the PDF gives a good view of how it works. . that being said, wire-guided missiles did fine back in 1973 during the Yom Kippur war, long before the fiber optic cables.
