For only a half step change i would keep the same stringsmaybe go up to 10's if the 9s feel to loose If either tension or intonation (or both) don't quite translate to something you like with a full step down tuning, then consider moving up to 9.5 or 10s
It all depends on which gauge string you are playing in standard tuning. Think of each half-step of down tuning a gauge. For example, I play in standard with 10 gauge string set. If I drop down to e flat, 1 half step, they will feel like 9 gauge, so I use a 11 gauge set for my guitar I have set up for e flat tuning.

I'm joining an alternative/post-rock band soon, and the other guitarist plays in Drop C# tuning (E tuned to C# and every other string down a half step) I currently use 9's at the minute, but i was thinking of moving up to 11's. Would this be the best option? Would it affect my neck? I use a Tele. Thanks.
I would say if you're going to tune down more than half a step you should at least use a gauge 10 set of strings (.010 inches being the gauge of the high E string). That's just my opinion though - you might actually prefer the snappier tone you get with lighter strings. Don't forget there's also drop tuning, where you simply tune
