No, Deathguise will still be around if you defeat Kefka. You have to cover every inch of the world map to find Deathguise. Enter your airship, and go across the map in a slightly diagonal line. Eventually, you'll find it. Keep in mind that if you leave the airship, Deathguise will go to a new spot.
Deathgaze occupies four specific spots on the map, which is decided everytime you take off. Unfortunately, the game only checks two of those spots. Apparently I heard that his location is in a set spot on the world map. I literally went on every square of the world map
Answers. The tiles are randomly placed on the map - you just have to fly over every square until you find him. (Pre-set means Death Gaze will never move from his randomly-placed location until you encounter him)
