What are the termination requirements where NM cables enter a panel?

If the conduit is underground (or any other damp or wet location), then NM cable is not allowed. 26 Sep 2012 I never like the plastic Romex Connectors, but today I had some much trouble with the metal connectors and a CH-CH Panel because the nuts would not fit They work nicely in a new panel installation. But if it's a panel change out with no sheetrock-cutting allowed I prefer the connectors with locknuts.
