When Word 2016 was new it had horizontal guidelines spaced line width apart in each of the 2 columns I used. This was Set the grid interval at Page Layout | Arrange | Align | Grid Settings. What I have noticed in Word 2016 is that the guides don't appear if you insert a picture in a new blank document.
