Dragon Quest IX: Sentinels of the Starry Skies reasonably easy (if youre setup for metal farming) to max about 50% of the skills. though making a "true" max character takes considerably longer, at this point you have so many skills that builds mean very little, as long as you keep some modicum of common sense in mind.
