A PDF is a binary file, not a text file. A character encoding like "UTF-8" makes only sense in context with text files (*.txt, *.html, *.xml, *.csv, ). Thus, a PDF never is UTF-8 encoded.

If the problem is indeed what you describe, Notepad++ should do what you want, it's free. Create a new document in Notepad++, make sure 'Encode in ANSI' is selected in the Encoding menu, paste the text there, then choose 'Convert to UTF-8 without BOM' in the Encoding menu. You can also try using

26 Oct 2016 When using the default settings (default style and fonts) the UTF-8 characters (in this instance I was testing with German Umlauts a,o,u) just don't show up. After reading up on the bundled fonts just being subsets of the Unicode range, I included a custom font with the relevant UTF-8 characters present.
My requirement is that I need to print a dynamic report containing UTF-8 characters to PDF. This has to be done without using JRXML file. I'm able to view UTF-8 characters in Jasper ReportViewer. But when I print to PDF file, the UTF-8 characters are not correctly printed. Only some characters gets printed.
5 Dec 2017 I have a PDF file that I can't open via JupyterHub. I click on the PDF but I get a text file tab that says. Error! /path/to/file.pdf is not UTF-8 encoded Saving disabled. See console for more details. The console log says we got a 400 bad format error. I am not sure if all PDFs do this. I haven't seen one work yet.
