There really isn't much point in holding levels for the Handmaiden to be honest. She doesn't have the Wisdom necessary to make her Force powers very effective and about the only thing she really excels at is straight-up combat. Leveling her all the way to 18 as a soldier will give her all the active combat

I then Spoke to Keira and went through that dialogue. She doesn't have the option at level up though (level16) Have I done something wrong?
I don't think you can. When you first meet the Handmaiden(s), Kreia mentions that they are "blind to the Force," or something to that effect. And I think Bao-Dur is just as happy being a technician. Besides, look at his arm--I don't think the Force will help that any. And it'd burn up any Jedi Robe you put on him. Rate answer: 0 1

And following, you tell her to put on some clothes, and she puts on her mother's, then follow the line of conversation, and she'll become a Jedi not. The conversation ends with "[Failure] I have not
On my first playthough, I fought her once when leaving Telos, once after landing on Nar Shadaa, and finally after landing on Dantooine. After the third sparring session, I was able to immediately turn her to a Jedi. A few playthoughs later, I'm basically following the same path as the above playthrough, but maximizing myself

I am playing a Counselor, level 12, just finished Telos, haven't gone anywhere else, trained with the Handmaiden once (kicked her butt). Beat all the Handmaidens in the Hidden Jedi Academy on Telos.
