Feb 15, 2017 Snap objects to anchor points and guides. Choose View > Snap To Point. Select the object you want to move, and position the pointer on the exact point you want to align with anchor points and guides. Note: Drag the object to the desired location.
If you click-drag on the end anchor point you'll have better luck with it snapping to the intersection. Snapping is often dependent upon the position of the cursor. However, Smart Guides will never show that intersection. Honestly. bug in Illustrator.

Preferences > Selection & Anchor Display: Tolerance: 3 px. Uncheck "object selection by path only" Check "snap to point" 8 px. Check "control click to select objects behind"
Yeah, they expanded and renamed that feature. Go to View > Smart Guides and it'll snap to guides (plus snap objects to other objects, etc.) You can toggle it back and forth by hitting Command (or Control) U.
Snap to guides has changed in Adobe Illustrator since version CS3. Here's how to snap to guides again in CS4 and later.

I've played with guides, grids, snap to grid, snap to point still no luck. Anyone have any suggestions? Google hasn't been any luck and it's driving me insane!
