The big stopping point here is that PDF is not a Microsoft document type and as such there is very limited support for it on SharePoint. You could probably buy an enterprise license for Acrobat (you'd likely need one license per web front end unless you run stuff as a timer job) and then use the Acrobat
When you create a document or form library, you can set a default file template for that library. When someone creates a new file in the library, the default template opens in the appropriate program.

If you open the document library in the new experience then the document opens as an image and doesnt allow links to be clicked. If you revert back to classic SharePoint then it opens the PDF document correctly.
