Companies flying UAVs for civilian applications in Canada must hold a Special Flight Operations Certificate (SFOC) or qualifying exemption from Transport Canada.
The current process to obtain an SFOC is to submit an application, pursuant to the applicable sections of the CARs (found here) and in accordance with the Transport Canada Staff Instruction #623-001, to the Transport Canada Civil Aviation Office in the region you intend to fly.
