No. You couldn't get LCPD:FR on Xbox 360 or PS3 nor can you get LSPD:FR on Xbox One or PS4. If you really want to roleplay as police in GTA, there are police clans out there, which you can find usually on forums. If you really want to use LSPD:FR, you'll have to download the mod to PC. There is no other platform.
