For Beckhoff you can just download everything, you pay for the runtime licences or make do with trial licences(manual renewal every 7 days So programming TwinCAT (that's the Beckhoff PLC) with Beremiz would make no sense, the IDE is good and free as in beer, the money is asked per runtime.
