The success rate of the Steal command is around 2% for every five levels or Job levels the Thief has. The target's level and other stats don't affect the success rate. You can steal from any enemy, but sadly Steal is not a terrible useful ability, as the vast majority of enemies just have Potions or Hi-Potions, and you can't steal
Ingus can be switched to Thief since RM eventually uses its usefulness. Th can be decent when you find some good weapons and give it a decent amount of Job Levels, but you'll need to switch off eventually when late/endgame Jobs come around. Th can also steal a useful item for a Dragoon eventually,

A very high level Thief is also good to steal Shell Breakers which cast Protect. -Everyone- can use those. 31 Mar 2013 Thief. Thief Job Final Fantasy 3. Fast and handy, the thief's motto (or at least mine) is: Steal whatever loot you can use, sell whatever you can't. The thief can use: Knives and a few late-game throwing weapons, which suddenly makes it handy again. Thieves can steal rarer or better items as they level up.
