I think the core idea is to have as better troops as possible. You could even delay the expansion before you get Horse Pens - with +2 recruitment slots the army could be filled fast. Royal Scythia is slightly more difficult than other two as they don't have Steppe Lancers on Horse Pens, but even Armoured
