When Decree is first reslove you can chain "Dark Bribe" To negate Decree fron activating. Yes but Both Solemn and counter trap you activate will be negated.

It will be negated, since royal decree resolves before the initial trap. they can indeed Counter Royal Decree, and not just with Counter Traps,
