I would say, if your unit has not reclassed, always go to lvl. 20 before promoting. (For reclassed units, going all the way up to 20 is less beneficial because they might have already capped some of their stats. So basically, once you capped one or two stats in an unpromoted class is when you should start to

Seriously there is only one downside to reclassing a character. The rate at which characters gain exp isnt based on their class its based on their "level" at the time. I say "level" because it adds ALL levels gained in ALL classes and reclasses. So if you level someone double 20 then reclass them and level them to 20 again,
