In Word 2007, you need the Microsoft PDF Add-In to allow you to save as PDF. Download it from here. The table of contents for the PDF you create should then be visible through decent PDF viewers. This is really an SU question. (and Free) OpenOffice.org. The PDF export there preserves bookmarks.

3 Mar 2011 I am having trouble converting a Table of Contents in Word to PDF so that all the hyperlinks work. I have all the settings checked in the Acrobat PDF Maker, but no links are being created in the resulting TOC in the PDF. Help!
