17 Feb 2017 EPA recently published its updated Industrial User Inspection and Sampling Manual for POTWs. Completed revisions to the 1994 Industrial User Inspection and
represents the EPA's recommended procedures to be used by POTW personnel when conducting an inspection or sampling visit at an industrial user. A failure on the part of any duly authorized POTW official, inspector, or agent to comply with the contents of the manual shall not be a defense in any enforcement action taken
