Problem presented:
Boyet dela Cruz was found on April 17, 1993 roaming around the sidewalk of Susano Market Novaliches. He was referred by Mr. Vincente dela Cruz to Central Police District Command who in turn endorsed his case to RSCC Quezon City. While working on his declaration of Abandonement, Reception Study Center for Children referred the child to Norfil Foster Care program fo further case management one to one care, attention and experience stimulating home environment.
Background information:
Mr. Vincente dela Cruz revealed that on April 17, 1993 at 8:00 a.m. he found the child alone and crying along the sidewalk of Susano Market Novaliches. He found the child dirty looking and with skin lessions. He decided to bring the child to his house and immediately gave him first aid treatment. He later went to the Central Police District sub-station 2 to report about the boy he found. However, nobody came to claim back the child until the police authorities decided to refer the child to Reception and Study Center for Children for proper case management and disposition. Boy a.k.a. Boyet dela Cruz stayed at the Reception and Study Center for Children for 10 months. On February 2, 1994 he was transferred to one of NORFIL's licensed Foster Homes for the child to experience wholesome family life atmosphere in preparation to his placement through adoption.
The child:
While at RSCC the child can walk long distances even without support and able to run little by little. He is playful although a little shy when initially interacting with his playmates. He can follow simle instuctions and can perform simple self help skills. The child was transferred to one of the foster families of Norfil Foundation on February 2, 1994. Presently his motor skills include running, jumping, climbing chairs, tables fence and even window rails. He can walk up the stairs with alternating feet. Boyet is able to catch balls with his hands and snips with scissors. In terms of self-help skills, Boyet can eat without any supervision., can dress and undress self, can take a bath on his own as well as brushing his teeth.
