11 Sep 2009 There's presumably some formula that says DEXTERITY adds up 0.5% chance and LUK adds up 0.1% of success in Forging and Refining. Well then when you add up some points to DEX and LUK you'll surely have a high refined item. That's why Blacksmiths and Whitesmiths are preferred in refining.
