This looks like it might be a Pullen Pleater. If so, you get the needles right from MPC. As for a video or instruction, there's a book called The Pleater Manual that you might find helpful. The woman who sold it had no idea how to use it, so she must have picked it up somewhere in a yard sale or estate sale.
