The 4 runes/gems/settings are all exactly the same as before, they don't play into this strategy at all. First tip: You want to see what all the new legacies are for you class.
For more details on imbuement, check??Dadi's guide?or ?this page in Lotro-wiki?. Imbue or not to imbue? An imbued item has far more potential than a non-imbued one in the long term. So it's not really a choice. However, you can't rush in and imbue a legendary item with no preparation and expect it to be a great LI.
