Is it healthy for the Mage PVP meta where we see a spec besides frost being played? Or is it unhealthy that they nerfed one of

So my question is really simple. Which spec is the best and most viable for 2v2, 3v3 and rbg atm ? Both venruki and cartoonz say it's arcane and they seem to know what they're talking about while all the top ranked pvpers in arena/rbg are playing frost. Sooo im completely lost what to spend my ap etc on.
