I finally got around to playing some more of this game today. Did a few more quests, got Ram and Rom a couple levels since they were only level 5 each I think. Originally a programming glitch, they decided to keep these in and the clear conditions can be somewhat tricky so I've taken the liberty of adding an irregular quest guide below, with the clear conditions in

Overview. Quests in Hyperdimesion Neptunia U are a means of advancing the story. Therefore, more quests will only become available when you advance further in the story. Some quests are character specific and others Irregular Quests which require you to fulfill a certain objective to complete the mission.
like for example do all quest that allows you to use all 10 characters first then do character pair/solo set the red(irregular) quest. what i'm getting is that every time I complete a quest that allows me to use all 10 characters theres no cutscene plus as I recall from all neptunia games you need these cutscenes
