PAIRING INSTRUCTIONS. Headset should be powered OFF. Press and hold the Pair button on the transmitter for 5 seconds until the transmitter's Power/Link LED flashes rapidly. Press and hold the headset's Power button for 6 seconds until you hear the second double-beep, then release.

This is fixed by changing some of the audio settings in the PS4 option menu. Here are the following instructions I found at the Turtle Beach website: Start at PS4 home screen. Go to Settings > Screen and Sound > Audio Output Settings > Primary Output Port; Select “Digital Out" (OPTICAL); Select ONLY “Dolby Digital 5.1ch"
Keep holding the power button when the headset powers on and you will hear three ascending tones, indicating that the bluetooth is turning on. Continue to hold the power button on the headset until you hear a final set of two beeps. The last two beeps indicate that the headset is in pairing mode.
