The concept of EC doesn't really apply to manual. EC is compensating from the settings the camera wants to do because you want to override that. A sample would be helpful in enabling folk on here to help but you need to try ISO 800 or 1600, F2.8 and if you still can't get 1/100 there just is not enough light.

To change the exposure settings in Manual (M) on any of the Canon Rebel series, you use the main dial. Its near your shutter button, but a little more towards the back of the camera. You can't miss it, its a notched roll-type dial. By default, when in manual mode, rolling that dial will change your shutter speed
