A search uncovers no suitable candidate other than a bumbling female Agent. Reluctantly, her Captain agrees to let her join the team working the case. The team is led by a womanizing Agent who has an apparent reluctant attraction to Bullock's character. She enters as Miss New Jersey, replacing a contestant who was discovered to have acted in a porn movie. The pageant managers are immediately aghast about the Agent appearing in the pageant, but arrange a top handler to come give her a quick make-over, with the expected outstanding results. Unfortunately, she still is bumbling. When the killer is suddenly caught, everything seems to be over, except the female Agent tries to convince her boss that something is still not right. She has discovered that the pageant managers are being dismissed after twenty-one years for younger people, and Bergen's character may not be as solid as she seems on the surface.Undercover F.B.I. Agent Gracie Hart shows no signs of having any femininity in her demeanor or appearance. Generally a bright and capable Agent, she is in trouble at work when she makes an error in judgment in a case which results in a near disaster. As such, one of her by-the-books colleagues, Eric Matthews, who has never shown any inclination of thinking outside the box, is assigned to lead the high profile case of a terrorist coined The Citizen instead of her, while she is facing possible disciplinary action. Gracie pieces together the evidence to determine that The Citizen's next target will be the Miss United States beauty pageant. The pageant represents everything that Gracie abhors. Despite Gracie's mannish demeanor, Eric, with no other undercover female Agent remotely fitting the demographic, assigns her to go undercover as a pageant contestant to see if she can flush out The Citizen, who is perhaps one of the other contestants. Although the pageant administration, led by former winner Cathy Morningside and long time host Stan Fields, provide the F.B.I. with access to the pageant, Cathy in particular is less than thrilled to have a non-credible Gracie posing as a contestant, which she feels will ruin the pageant. The F.B.I. enlist the assistance of former pageant contestant coach Victor Melling, who is facing his own disgrace associated with the pageant, to do the nearly impossible task of transforming Gracie, not only into a woman, but a credible beauty pageant contestant. As Gracie proceeds in the transformation, she gets to know the other contestants, not only as potential criminals, but also as real people. She also discovers that another sinister element is present at the pageant. She will do whatever it takes to quash that element and protect her new friends, namely the other innocent contestants. But now displaying some femininity, Gracie begins to have more womanly feelings, and in turn, attracts the attention of men, one in particular about whom she is happy.Believe me, I would be the last one to reccomend Miss Congeniality. It has a conventional (not Congenial) script, dumb supporting characters (even though I can't resist laughing at William Shatner singing at the beauty pageant) and the usual sitcom drek. But at least it has 2 things going for it, sandra Bullock who here has more charm and sexuality than ever (even if in parts Mel Gisbon in What Women Want has more femeninity than Bullock here) and it is better than Beautiful, the horrible piece from Sally Field.
The story has Bullock as a tomboy fbi agent who has to go undercover as a beauty pageant contender to solve a case. Basic, sure, but the usual dumb jokes (even if a couple are amusing) and dumb characters bring this film to a bad place. However, Michael Caine is good for a few chuckles as a "pageant consultant". It isn't the worst, but not really compatable to go up against films liek Cast Away, Crouching Tiger, Hidden Dragon and Finding Forrester. CComedy starring Sandra Bullock as Gracie Hart, a tough girl cop who is obsessed with her job, doesn't have time for relationships and despises anything girly. After bungling a police operation, Gracie is consigned to go undercover as Miss New Jersey in the Miss USA beauty contest, resulting in hilarious elocution and posture lessons from an etiquette coach, excellently played by Michael Caine. As she just about convincingly gets through the extensive eliminating rounds, the cynical Gracie gets to know some of the other girls and is gradually transformed in her outlook to femininity and love. Inevitably she spots the saboteur, saves the day and ends the film as a more understanding heroine.
The plot idea is extremely thin and it's only the charming performance of Bullock that gets the viewer through. She's ably assisted by the wonderful Michael Caine who pops up in the great role of Victor Melling, the man that must transform Gracie into a beauty queen and William Shatner makes good work of his role as Stan Fields the master of ceremonies. It's great to see these two old actors hamming their parts up for all they are worse. I'll also mention the cute and appealing Heather Burns who as Miss Rhode Island personifies every cliché of the pageant scene and yet still makes a lovely character. It's not a classic comedy by any stretch of the imagination, but it's still immensely delightful and immensely watchable.
Overall rating: 8 out of 10.She (Bullock) has a way of landing on her feet and remaining simpatico no matter how cheesy the script is. Miss Congeniality is based on a screenplay written by Marc Lawrence, Katie Ford, and Caryn Lucas. It was followed by Miss Congeniality 2: Armed & Fabulous (2005) (2005). "Lara's Theme" from Doctor Zhivago (1965) (1965). The lyrics begin "Somewhere my love there will songs to sing..." When Gracie hears that Frank (Steve Monroe) has taken the crown to get polished, it dawns on her that he is planting the bomb in it. As Stan (William Shatner) begins to read off the names of the runners-up, Gracie tries to alert Eric (Benjamin Bratt) but she can't be understood amidst the clamor and excitement on stage. Fourth runnerup California, third runnerup Nebraska, second runnerup Texas. Gracie is named first runnerup, leaving the crown to Rhode Island. When the crown is placed on Cheryl's (Heather Burns) head, Gracie attempts to rip it off, making everyone think that she is a sore loser trying to steal the crown. In the ruckus that follows, Eric knocks out Frank who drops the detonator onstage, Kathy (Candice Bergen) picks it up and detonates the bomb just as Gracie gets the crown away from Cheryl and tosses it in the air, blowing up the Statue of Liberty instead. Kathy and Frank are arrested, and Eric and Gracie agree to go out on a date when they get back to New York and Gracie "gets all ugly again." Just as Eric and Gracie are about to leave in a taxi, Victor Melling (Michael Caine) comes running out of the hotel, yelling about an incendiary device being spotted in the farewell breakfast room.
