18 Jun 2014 Choose View > Rulers to ensure that rulers are on. Change your ruler to pixels. By default, your ruler shows inches. Option/Alt + Drag a Layer. Cmd/Ctrl + Hover over a Layer. See guides displayed for paths. See spacing guides between objects. Experiment.

17 Nov 2012 Enable Smart Guides When moving / resizing layers it will show you if and how it aligns to nearby layers.
No, but you can add one. Click Edit > Keyboard Shortcuts > View , and scroll down until you find Smart Guides , then add a shortcut. Screenshot of Keyboard Shortcuts
