You had to go there for a quest (olafs quest i think). The wiki page on the rats has the location more accuratly. Eagles can all be accessed where you did the eagles peak quest, just travel from there and back immediately if you are going for the diaries, it will meet the requirement - you dont have to walk out
For the life of me, I can't get the diary for making a tiara from scratch at Relleka. I've tried every combination of getting the ore and smelting

While attempting to do a task for the Fremennik Easy Tasks, to craft a tiara from scratch in Relleka, I was unable to complete it. I mined the ore It worked now when i planted watermelon seeds.
