Choose the Text Box tool (Comments > Annotate), click on the page, drag-and-drop to the desired size; a cursor appears ready to accept text in the box. The boxes resize vertically to accept further text.
You can actually rotate text annotations, but it requires to use the JavaScript console: Select your text box annotation. Open up the JavaScript console (Ctrl-J or Cmd-J) and type the following command (this is for a 90 degree rotation, you can set the rotation to 0, 90, 180 or 270):

I am new to output designer. Is that any way I could rotate a text box upside down (180 degree) or rotate whole subform? I use overflow to make a text.
Click the Edit Object tool at Edit> Modify. Select the image or object, and then rotate or drag it to the desired location. Right-click to choose options from the shortcut menu: flip, rotate by 45 degree steps, set/clear transparency. Group or ungroup objects as described below.
