28 Aug 2013 For a mac user Preview is just a better experience. I wish it worked easily on Chrome. I get warnings every time I download a PDF to be very careful, it's such a waste of time.
14 Sep 2017 If your PDFs are downloading instead of opening automatically in Chrome, Chrome PDF viewer could be turned off. Under “PDF Documents," check the box next to "Open PDF files in the default PDF viewer application." (Uncheck this box if you want PDFs to open automatically when you click them.)

When you open a PDF in Chrome, you see the Adobe Acrobat prompt in the upper-right corner of the window. Click Open in Acrobat Reader. Open in Acrobat Reader from Chrome.
For Chrome to open a PDF inline, in the browser window itself, several requirements have to be met, one for the browser itself, the other for the remote server offering the PDF: There must be a PDF viewer enabled for Chrome, either the external PDF.js one from Mozilla, or the native, builtin Chrome PDF
17 Dec 2017 Basically, this happens because the website tells the browser to do it. Occasionally, it's because the website developer decides they want this behaviour, e.g. common on file sharing sites. Other times, it's because it's a default option for whatever software they're using (e.g. forum or blogging software).
