In MoP, mining Ghost Iron nodes 'could' still score all the way to 600, even when nodes were/are shown as grey - this carried through to WoD & Legion, but Legion Mining wasn't/isn't quite as reliable. I just leveled them to 700 before legion hits and I was stuck at 690 for gathering proffessions as well at WoD because I had mining pick/skinning knife/gnomish army knife bla bla on my backpack. They give +10 so system thinks you are capped. I don't know if they fix it or not yet. I didn't leveled them on
